The New Okhla Industrial Development Authority (NOIDA) and Greater Noida are two different planned cities. They are also referred to as ‘industrial townships’. They are located in Gautam Buddh Nagar district in Uttar Pradesh and are part of the National Capital Region (NCR). 

Both cities were set up by the U.P. government to decongest Delhi and boost industrial activity in the state; the U.P. government focused on spatial planning of the two cities by carrying out sector-wise expansion. Both Noida and Greater Noida are governed by their respective statutory authorities. These authorities are headed by an appointed Chief Executive Officer (CEO) who is an IAS officer.  Each city has its own Master Plan.
